コスト削減‐
    緊急対策・例

*「緊急対策」の一部を紹介します。詳しくは拙著「異端のコスト削減」をご覧願います。

これは構造を変えるという施策ではなく、小手先の施策であり本来は余り進められませんが、企業が業績的に窮地に陥った時、何も有効な手を打たずに過ごし、後になって「給与や賞与がカット」されるのでは従業員は堪ったものではありません。
その様な事が起きないためにもコスト削減の「緊急対策」はやむを得ずやらざるを得ない手段です。

「緊急対策」は決算時期が迫っているのに利益目標が達成できない時に「コスト削減」で「利益目標」を達成させるものであり、これまで説明した構造を変えるようなことでは時間的に間に合いません。

従って、施策の方向としては

「やめる=中止」か、「延ばす=延期」か、「減らす=削減」か、
この3つしかありませんが、いずれも「数量」を削減する事に限られます。

「緊急対策」を実施するにあたってやるべきことは以下の通りです。


1)「緊急対策」実施の責任者の設定
 *責任者は事の重要性、決意の大きさを示す意味からも社長が最適
  (どうしても無理な場合は社長に準ずる役員を設定)


2)業績の現状と今後の予測を開示
 *業績が現状のまま推移すると利益予算から幾ら乖離するのかを明確化
  (数字を正確に出すのが無理な場合でも、概算数値又は%での達成率等は必要)


3)「現状」のままでは予算未達の危機を共有化
 *「利益予算未達」の危機を全社で共有認識

4)「緊急対策」実施の目的を明確化
 *「緊急対策」実施によって利益予算達成を明確化

5)「緊急対策」目標額の設定
 *「緊急対策」目標額を明確化し、幾らやれば予算達成となるのかを共有化

6)「緊急対策」内容の具体化
 *「緊急対策」の各施策内容・目標額及び開始時期を説明会や通達によって周知徹底

7)事務局の設定
 *「緊急対策」実施の徹底及びフォローのためのコントロールタワーとして設定

 


≪緊急対策・例≫
*前提:「管理組織」による「事前申請」の徹底と対策実行の推進(各費目同様)

『1.残業代』

【中止】●残業の禁止

〈内容〉全残業を禁止(事故や顧客都合等は除外)

【延期】●残業の延期

〈内容〉残業業務を翌日以降に先送りし、後日「時間内」で処理

【削減】●残業時間の削減

〈内容〉削減目標を基に各部門単位に削減時間を設定し、各部門は必要最低限の業務に絞り込み

『2.教育費』

【中止】●教育を中止

〈内容〉集合教育を全て中止。必要な場合「リモート」教育に変更

【延期】●教育の延期

〈内容〉集合教育は全て中止し、その間、教材配布により自己学習に変更

【削減】●教育日数・時間・人員の絞込み

〈内容〉カリキュラムを見直し必要最低限の教育日数・時間・人員に絞り込み

『3.清掃費』

【中止】●清掃の中止

〈内容〉倉庫・後方施設等、無人や人の出入りの少ない施設・箇所の清掃を中止

【延期】●特別清掃の延期

〈内容〉「グリストラップ」等の状態を点検し、特別清掃が不要な箇所は延期

削減

【削減】●清掃ポスト数の削減

〈内容〉「業務品質」確保を前提にポスト数を必要最少分に削減

『4.電気代』

【中止】低利用の機器・設備を集約化し、休止

〈内容〉不要な照明器具の管球取外しや利用頻度の低い空調・昇降機等の設備を集約化し、不要分は休止

『5.修繕費』

【延期】●検査・更新の延期

〈内容〉設備・機器を点検し、検査・更新が不要の設備・機器は延期(法は遵守)

『6.新聞広告代』

【中止】●新聞広告の中止

〈内容〉新聞広告を全て中止

【削減】●掲載紙の削減

〈内容〉掲載紙を掲載料が一番安価な「1紙」に絞り込み、掲載段数も必要最低限に削減

『7.コピー代』

【中止】●コピーの禁止

〈内容〉資料は全てPCでの画面確認としコピー印刷は禁止。会議でも各自ノートPC・タブレットの持参で確認。

【削減】●コピー印刷カード利用枚数の絞込み

〈内容〉「管理担当」は配布しているコピー・カードを一旦回収し、コピー利用限度を削減目標に変更して再配布

『8.事務用品費』

【中止】●事務用品の在庫使い切り

〈内容〉「事務用品」在庫ゼロまで発注中止

『9.出張・外出交通費』

【中止】●出張・外出の中止

〈内容〉出張・外出を全て中止し、TV会議等、リモートの徹底活用 

【延期】●出張・外出の延期

〈内容〉出張・外出は計画を変更し、全て延期

【削減➀】出張日数の削減

〈内容〉出張計画を変更し「日帰り」のみに絞り込み

【削減​②】出張・外出人員の削減

〈内容〉出張・外出は最低限必要分のみとし、人員は1名に絞り込み

『10.接待交際費』

【中止】●接待の禁止

〈内容〉予定を変更し、全ての接待を禁止

【延期】●接待の延期

〈内容〉予定を変更し、全ての接待を延期

【削減】接待人員の絞込み

〈内容〉接待人員を1名に絞り込み

【削減​②】接待場所の見直し

〈内容〉接待場所は近場でリーズナブルな場所に変更

〈内容〉贈答品は一律最低ランクに変更

This is not a measure to change the structure, but a small-handed measure that cannot be advanced very much, but when a company is

In order to prevent such a thing from happening, "emergency measures" for cost reduction are unavoidable means.

"Emergency measures" are to achieve the "profit target" by "cost reduction" when the profit target cannot be achieved even though the settlement date is approaching, and changing the structure explained so far is in time. not.

Therefore, as the direction of measures

"Stop = Cancel" , "Shift = Postpone" ,

"Narrow down = Reduce" ,

There are only these three, but all are limited

to reducing the "quantity".

The things to do when implementing "emergency measures" are as follows.

1) Setting the person in charge of

implementing "emergency measures"
* The president is the most suitable person in charge because it shows the importance of

the matter and the size of the determination

(if it is absolutely impossible, an officer equivalent to the president is set).

2) Disclosure of current performance and

future forecasts
* Clarify how much the business performance will deviate from the profit budget if it remains as it is (even if it is impossible to give accurate figures, it is necessary to have an approximate figure or an achievement rate in%).

3) Sharing the crisis of budget underachievement as it is
* Shared recognition of the crisis of "profit budget not reached" company-wide

4) Clarify the purpose of implementing "emergency measures"
* Clarify the achievement of profit budget by implementing "emergency measures"

5) Setting the target amount for "emergency measures"
* Clarify the target amount for "emergency measures" and share how much the budget

will be achieved.

6) Materialization of "emergency measures"
* Thoroughly inform the contents, target amount and start time of each measure of "emergency measures" through briefing sessions and notifications

7) Secretariat setting
* Set as a control tower for thorough implementation and follow-up of "emergency measures"
